House passes energy bill that allows ANWR drilling

For the fifth time, the House has voted to open ANWR. Weirdly, these winning votes always seem to be votes against pulling ANWR out of the energy bill. I guess that's how it works when the measure is already in the bill.

President Bush says the oil can be recovered "with almost no impact on land and local wildlife" and that ANWR's production would amount to nearly half the oil the United States now gets from Venezuela.
