House angles for ANWR support

WASHINGTON--Backers of oil drilling in the Arctic National Wildlife Refuge's coastal plain are trying a new twist on an old idea.
In a bill introduced Wednesday, Rep. Richard Pombo, R-Calif., suggested putting any federal money earned from ANWR oil leasing into a fund to pay for coal miners' pensions.

The House of Representatives has already passed an ANWR-opening bill this session but it is likely to pass Pombo's revised version Tuesday as the Republican leadership attempts to raise the profile of energy issues. The ANWR bill would then go to the Senate.

There, the pension language could serve as bait for a few more votes among senators who have large numbers of coal miners in their states.
